Ghana is one of West Africa’s leading digital economies and a pioneer in digital financial services, playing an important role in advancing digital payments and digital public infrastructure. The country’s rapidly growing fintech ecosystem and government-led digitalisation strategies contribute to Ghana’s ambition to become an information- and technology-driven economy.

In 2025, Germany and Ghana launched the Ghanaian-German Digital Dialogue to strengthen bilateral cooperation on digital transformation and policy. During the inaugural annual meeting, the German Federal Ministry for Digital Transformation and Government Modernisation (BMDS) and the Ghanaian Ministry of Communication, Digital Technology and Innovations (MOCDTI) as well as stakeholders from both countries agreed on priority areas including business process outsourcing (BPO), ICT infrastructure, digital public infrastructure, data governance and data protection.

Strengthening digital and economic cooperation between Ghana and Germany

Ghana's rapidly growing digital economy and expanding tech talent pool offer strong opportunities for deeper cooperation with European partners. The Ghanaian-German Digital Dialogue provides a structured platform where government, business and academia come together to strengthen bilateral cooperation, digital trade and data exchange, among other issues. It creates new economic opportunities for both countries.

Stakeholder consultation: Setting priorities together

As the Ghanaian-German Digital Dialogue evolves, ensuring that cooperation priorities reflect local needs and expertise is key to its long-term impact. In 2025, MOCDTI and the National Information Technology Agency (NITA) of Ghana convened a stakeholder consultation in Accra. Representatives from government, academia, civil society and the private sector came together to discuss topics such as data protection, digital inclusion and emerging technologies. The consultation generated concrete input on areas of priority, including digital infrastructure, cybersecurity, and support for start-ups. These directly inform the upcoming activities and agenda of the Digital Dialogue.

Advancing cooperation on digital identity

With digital identity emerging as a cornerstone of secure and inclusive digital services, both Ghana and Germany are exploring ways to design interoperable systems that comply with data protection rules. During the Ghana Digital & Innovation Week 2025, stakeholders from both Ghana and Germany, including policymakers, technical experts and data protection authorities, met as part of the Ghanaian-German Digital Dialogue to share their ideas on digital identity systems. The discussions pinpointed shared priorities, such as user-centric design, robust data governance and inclusivity. They also identified specific opportunities for collaboration in areas such as digital wallets, authentication standards and regulatory frameworks.
