Canada

Canada boasts a strong technology and innovation sector, with a particular focus on advancing AI, cloud infrastructure and cybersecurity. Canada’s ICT market is estimated at around USD 146 billion in 2026. The digital transformation of the Canadian government is guided by the Government of Canada’s Digital Ambition 2024-2025, which centres on user-focused, trustworthy digital services and the responsible use of data and AI.  

To further deepen cooperation on emerging technologies and digital policy, the Canada-Germany Digital Alliance was launched in December 2025 by Dr Karsten Wildberger (Federal Minister for Digital Transformation and Government Modernisation, BMDS) and Evan Solomon (Canada’s Minister of Artificial Intelligence and Digital Innovation). The alliance particularly promotes collaboration on AI, quantum technologies, digital sovereignty, digital infrastructure and innovation in the digital economy.

Strong cooperation on artificial intelligence

On 14 February 2026, the two countries also signed a Joint Declaration of Intent on cooperation in artificial intelligence on the sidelines of the Munich Security Conference. The agreement supports the development of sovereign digital infrastructure, strengthens talent and innovation and makes it easier for companies to access international AI ecosystems.

On the sidelines of ALL IN (Canada’s largest AI event) in September 2026, Minister Wildberger and Minister Solomon held the first meeting of the resulting Sovereign Tech Alliance (STA). More founding members are to be admitted in the coming months, so that they can work together on a diverse and trusted AI ecosystem.

To support safe AI, Canada and Germany also announced a combined CAD 300 million in funding for the non-profit start-up LawZero. LawZero conducts research on developing safe, transparent and truthful AI agents.

Cooperation in business and research

In September 2026, Germany was Country of Honour at ALL IN, which took place in Montréal. Minister Wildberger attended the event together with a business delegation of more than 20 representatives from the German AI sector. Germany was also present with a German Pavilion, where innovative AI companies, research institutes and public sector organisations were able to showcase their work.

A series of agreements between German and Canadian organisations was announced at ALL IN. Most prominent was the merger of the German AI start-up Aleph Alpha and the Canadian AI company Cohere. It creates a transatlantic powerhouse that reflects the partnership between Germany and Canada. In addition, the German Research Center for Artificial Intelligence (DFKI) and Mila, Canada’s leading AI research institute, signed a memorandum of understanding on deeper collaboration. These partnerships strengthen the AI ecosystems and economies of both Canada and Germany.
