Publication: Green Paper on Data Spaces

The green paper introduces data spaces as structured environments designed to systematically store, manage and share data. Data spaces facilitate open and decentralised data exchange among companies and individuals, while ensuring sovereignty, security and control.
The publication provides valuable insights into the implementation of data spaces in Brazil and highlights its potential for Brazil’s digital economy.
Insights into the implementation of data spaces
In the green paper, the European initiative Gaia-X serves as a concrete example to showcase the positive outcomes of data spaces implementation and the significant impact on many sectors, including the Brazilian industry.
The development of the publication involved experts from the Centre of Organizational Engineering (NEO-UFRGS), the Brazilian Agency for Industrial Development (ABDI), the Brazilian Association of Machinery and Equipment Industry (ABIMAQ) and the Brazilian Association of Electrical and Electronic Industry (ABINEE). The joint initiative represents the strong interest of the Brazilian industry, particularly the machinery and electrical/electronic sectors, in embracing data spaces to gain competitive advantages.
Cooperation opportunities for Brazil
A primary objective of the green paper is to help Brazilian stakeholders to identify and explore the opportunities presented by data spaces. The authors offer key concepts of data spaces and present insights from lighthouse projects.
Finally, the conclusions of the paper advocate for the establishment of partnerships between policymakers and the private sector. This will foster collaboration, enhance competitiveness and further advance the digital economy in Brazil.

Technical mission to Brussels: Advancing a Digital Partnership between Brazil and the EU
On 5 and 6 March 2026, a Brazilian delegation of government and civil society representatives visited Brussels. They met with European regulators to exchange on digital regulations and international digital policy. The visit occurs in the context of plans to elevate the bilateral cooperation to a Digital Partnership level later this year.
