Publication: Green Paper on 5G Campus Networks

5G wireless technology is being rolled out worldwide. The roll-out in Brazil and Germany is similar. Both countries have developed open test environments to gain insights for the technical regulation of 5G networks. In addition, the two countries have adopted similar approaches in terms of reserved frequency bands for campus networks. This promotes harmonised framework conditions for further 5G deployment.
The Federation of German Industries (BDI) and the Brazilian National Confederation of Industry (CNI) therefore decided to jointly produce a green paper on 5G campus networks. This was carried out by their bilateral expert group on Industrie 4.0. The Secretariat for the Brazilian-German Digital Dialogue coordinated their discussions.
Main findings and recommendations of the Green Paper
The paper aims to outline the main technical findings from testbeds in both countries, facilitate a mutual understanding of the topic and identify areas for further cooperation.
According to the Green Paper, the costs of 5G campus networks can be considered prohibitive for most companies - especially for small and medium enterprises (SMEs). To change this, the paper suggests enhancing the data competence of user companies, investing in digital infrastructure and increasing interoperability. The paper also highlights the importance of bilateral exchange of best practices on 5G networks.

On 6 March 2025, Brazilian parliamentarians, diplomats from the Brazilian Mission to the EU and the Brazilian Telecommunications Associations (Telebrasil) and Conexis (a major business association joining telecommunications companies in Brazil) joined a mission to Brussels for a series of exchanges with EU counterparts on regulation of artificial intelligence (AI) and digital platforms, with support from the EU-BR Digital Dialogue and Partnership Facility and the Delegation of the European Union to Brazil.

Bilateral Digital Dialogue between the European Union and Brazilian Government
