Public sector modernisation in focus during Brazilian delegation visit to Germany

Brazil

From 4 to 8 May 2026, a delegation from Brazil’s Ministry of Management and Innovation in Public Services (MGI) visited Berlin and discussed topics around digital government and administrative modernisation with German partners. The visit opened up pathways for cooperation between both countries on public sector innovation.

Shortly before the delegation visit, the Brazilian-German AI Partnership was signed. This agreement foresees closer collaboration on artificial intelligence in public administration and digital government. The Brazilian delegation visit in Berlin already fostered close collaboration in this area.

The delegation, led by Vice Minister Cilair Abreu, first visited the Parliamentary State Secretary at the Federal Ministry for Digitalisation and Government Modernisation (BMDS), Thomas Jarzombek. They assessed concrete opportunities to deepen bilateral cooperation under the framework of the 2024 Memorandum of Understanding on digital transformation, AI and public sector modernisation between MGI and the German Federal Ministry of the Interior (BMI). Opportunities include visits of digital government experts to participate in strategic events in both countries.

Mutual support in the modernisation of public administration

Further exchanges were held with Partnerschaft Deutschland (PD), the public in-house consulting agency advising the German federal government, states, and municipalities on transformation and digitalisation projects. Discussions focused on governance structures, project implementation, and the role of in-house consulting in supporting administrative modernisation across different levels of government. The participants agreed that PD will support specific government modernisation initiatives in Brazilian municipalities.

The programme also included meetings with representatives from the German Federal Ministry of Finance and a visit to the municipality of Luckau. These exchanges provided practical insights into modernisation efforts, intergovernmental coordination and local governance challenges.
