BMDV delegation visits Brazil to exchange on digital transformation

The delegation met with a range of organisations from the public and private sector as well as civil society in Brazil. They provided valuable insights into Brazil's digitalisation efforts, leading to a productive exchange of experiences.
Technical workshop: Digitalisation of the Brazilian healthcare system
The delegation started its journey in São Paulo, where Brake and policy officer Sophie-Charlotte Fischer attended a workshop focused on digital health. It was held on 10 September at the Innovation Center of Hospital das Clínicas (InovaHC). It brought together influential stakeholders from the Brazilian health ecosystem, including Hospital Sírio-Libanês, HL7, Siemens Healthineers, the Brazilian Society of Informatics in Health and Roche.
Brazil has one of the world's largest public healthcare systems. The workshop highlighted the potential of digital solutions for improving the Brazilian Unified Health System (SUS). Participants noted significant progress in its interoperability between municipal and national level and in its alignment with the National Strategy on Digital Health. Healthcare policy in Brazil is primarily implemented at municipal level, with partnerships between municipal governments and the private sector.
Technical workshop: Unlocking the potential of open data for digital governments
The delegation visit continued in Brasília. Here, the BMDV representatives attended a hybrid workshop on the challenges and opportunities of open data for improving the quality of digital public services. Several Brazilian authorities took part, including the Brazilian Ministry of Management and Innovation in Public Services (MGI), the Office of Comptroller General (CGU), Dataprev and ImpulsoGov, as well as European stakeholders such as the German Mobility Data Space and the Danish Agency for Data Supply and Infrastructure.
Experts from various organisations presented projects that use open data to benefit the public sector. ImpulsoGov shared their experiences of data-sharing in the public healthcare system, highlighting the connection between doctors in remote areas and those in referral centres. The German Mobility Data Space showcased its real-time monitoring of roads and weather conditions to enhance traffic quality and safety. Lastly, the Danish Agency for Data Supply and Infrastructure discussed their efforts to promote data-driven decision-making for more efficient public policies.
Meeting with representatives of the Brazilian civil society
The BMDV delegation also engaged in dialogues with Brazilian civil society representatives, particularly with the "Direitos na Rede" Coalition. Comprising over 50 civil society organisations, this network focuses on influencing digital policy in Brazil to protect human rights and privacy in the digital environment. BMDV reaffirmed its commitment to include civil society organisations in the Brazilian-German Digital Dialogue as well as in multilateral formats of digital policy cooperation.

Strengthening Brazilian-German cooperation at Hannover Messe 2026
From 20 to 24 April, representatives from the Brazilian Ministry for Science, Technology and Innovation (MCTI) as well as other Brazilian organisations visited Germany. They attended Hannover Messe and met with representatives of the German government and industry to jointly plan cooperation activities and innovation projects. The highlight of the delegation visit was the annual meeting of the Brazilian-German Digital Dialogue.

Technical mission to Brussels: Advancing a Digital Partnership between Brazil and the EU
On 5 and 6 March 2026, a Brazilian delegation of government and civil society representatives visited Brussels. They met with European regulators to exchange on digital regulations and international digital policy. The visit occurs in the context of plans to elevate the bilateral cooperation to a Digital Partnership level later this year.
